Ideas for the conservation of wooden heritage of Irkutsk have been provided by the participants of the Town Planning workshop at the final presentation in the City Hall

Irkutsk City Hall hosted the final event of the Town Planning workshop on June 21, which will take place in the capital of Priangarie on June 17. Due to the rules of workshop three teams of professional urban planners and restorers, young professionals and students will develop conceptual solutions for the conservation of wooden architecture of Irkutsk for three days. According to the pilot of the Summer Workshop, associate professor of the subdepartment of Architecture and design basis at ISTU, Alexey Chertilov, the event will be annual: "We need to follow a similar model, as it is done in Europe. There, teams are formed with the involvement of residents. It is necessary to include other professionals besides architects into the work: sociologists, economists and lawyers. "

According to the organizers, the submitted projects can be the basis for the formation of new policy on the preservation of cultural heritage.

The team A in its speech emphasized the creation of a "passport of opportunity" - a special package of documents to be attached to every object in a wooden building. According to the architects, this project will include the restoration of the passport, as well as information for potential buyers of the rules, risks and opportunities of the use of the building. They also note the importance of pedestrian paths in the sorroundings of the main sights of the city, the selection of the main beam of the species and the development of viewing platforms. In addition, urban planners insist that the community should establish the opinion that the urban elite live in wooden houses. A possible way to promote a specific way of living in wooden houses can be social advertising, movies and videos on the type of traffic education and safety.
At the same time the maintaining of a decent appearance and maintenance of the buildings may be at the expense of government programs, grant fundings, etc. The participants of reconstruction should use a system of benefits, while the entrepreneurs, owning a business within the boundaries of the historic village, are required to make contributions to the fund of reconstruction. Team members also solve a question, relevant to Irkutsk advertising. They offer united requirements on the color and design of composite signs and their possible location on the wooden architecture.

"As an example, we considered the local area of Laninskiy complex, which is located in the central part ans is a peaceful center, filled with the residential function. The quarties, located in the city on the territory of Dekabrskikh Sobitiy, Babushkina, Karla Marksa, Dzerzhinskogo and Karla Liebknekhta streets, are very rich in cultural heritage monuments; we have looked the historical and contemporary parceling. “Buildings of the second half of the late nineteenth-and early twentieth centuries are mostly located here”, says student of NI ISTU, Dar’ya Belookaya. “Our facility is located in the immediate vicinity to the sites that attract creative people: these are museum complexes, Gallery Revolution, workshops, etc. Thus, it can place a creative Boulevard in the street Babushkina, which will host trade fairs, exhibitions improvised. "

Other project team believes that Irkutsk can be a model city among 41 historic Russian settlements on the application of the technologies and techniques of wooden architecture preservation. The logo of the tream B is a staple - direction of the pedestrian road in the center of Irkutsk. They worked with the territory of Soldatskaya sloboda which was filled in the objects of cultural heritage of the federal and regional significance. The main concentration of monuments is in the Bogdan Khmelnitsky Street.

"130 quarter today is an attractive brand and perhaps in the future the quarters, attached to us will be also a brand. For example, everyone will say that 93 quarter is the museum quarter of the city”, says architect Olesya Kutsakova. “It is necessary to re-build Church of the Transfiguration on the corner of Gryaznova and Timiryaz’eva streets. Church of the Transfiguration was built in 1887 and was in the military settlement in the suburbs of Irkutsk. Presumably, it was the Transfiguration Regiment. Timiryazeva street, former Preobrazhenskaya (Transfiguration) street and that is why the cathedral can be reconstructed there become the dominant missing. "

O. Kutsakova explained that the concept of the museum quarter is to keep the existing buildings due to the perimeter, including homes with residential functions, hotels and caterings. School of carpentry and fairground may appear in Soldatskaya sloboda.

Architects of the team B transformed the territory of Zhelyabovskiy complex. They note a high potential for the formation of the Timiryazeva street to form shared space - the organization of road space, popular in Europe, where a pedestrian enjoys the priority of movement, bike and tram follow by them. The workshop participants use a special form of gardening with big trees, combining conifers and deciduous trees to neutralize the discordant of modern buildings. This technique serves as well as the disguised form of protection against fires.

"Lacy" house on the Friedrich Engels street and home Boomerang in front of it. The dissonance is created between these buildings. We can green the street so as to determine the scope of historical development, to create a cozy environment”, says the vice-president of the Union of Architects of Russia, a member of the International Academy of Architecture, Elena Grigor’eva. “The idea about the diaspora communities that are a part of the cultural environment and their location in the center is very well explained. We know that they want to be in the heart of the historical center and ready to own and to take care of the houses, mansions. They expressed a desire in a period of preparation for the construction of the 130th quarter. "

E. Grigor’eva adds that the broad lines, surrounding the complex Zhelyabovsky, are unsafe for tourists and residents. City planners offer to return boulevards to the city, to make public transport as prevailing.

The chief architect of Architecture and Design Center of the group of companies "Fortuna", Vladimir Stegaylo, advises to formulate a thesis to the organizers of the workshop in order to properly convey them to the leadership of the city. He stressed that some of the proposed measures will not be fully utilized, in particular regional features will not allow developing the cycling as one of the solutions of traffic problems.

"I'm glad that the topic of the revival of residential functions was raised. I am strongly opposed to turn the city into a museum for tourists. I conducted a survey among residents of homes on the street Babushkina. Before, I was sure that they do not want to live there, they hate their homes. I was shocked to learn that most people are willing to continue their stay there, they are trying to do something and asking for help from the authorities ", said V. Stegaylo.

Chairman of the Economic Committee of Irkutsk, Alexey Al’muhamedov, thanked the Town Planning workshop participants and said that the most interesting ideas can be made to the regulations: "Some of the pans can be taken on the regulation immediately: for example, the method of visual separation of historical array from modern buildings by the way of landscaping or the idea of incorporation of the pedestrian route to the wooden building. Technically, it easily fits in the projects being implemented by the city. "

To remind the project is carried out on the platform of Town Planning school of ISTU. Technical University, is a co-organizer of the Town Planning workshop jointly with Ltd. "Agency of Irkutsk monuments" with the support of the administration of Irkutsk.
