The Federal Service for Intellectual Property of the Russian Federation and the World Intellectual Property Organization (BOIC) created Support Center for Technology and Innovation at ISTU.
International project established such centers initiated by the World Intellectual Property Organization in April 2009. The purpose of the project is to facilitate the access to technical knowledge and more effective use of patent information. TISC has already opened in many countries, and in Russia, the project started in September 2011.
As head of TISC, assistant professor of civil and legal disciplines at Irkutsk Technical University, Olga Stepanenko, told, today Russian patent information databases have more than 100 million patent documents, and its volume continues to increase. In a market the objects of intellectual property have a significant financial value, so knowledge of patent law is necessary as a solitary inventor, and the company offering intellectual product.
Specialist of the centre said that its creation is to spread knowledge about the legal protection of intellectual property and patent investigations: "The modern scientist must be able to protect their intellectual property from being copied. Thanks patenting owner has the exclusive right to use the results of his invention, utility model or industrial design and profit from them. Patent should be issued so competently that everyone can effectively protect intellectual property in court. Offering the product for commercial use or fundamental research it is necessary to determine its non-infringement, and be sure that these analogues in the world has not been developed, and do not violate the rights of others ", explained A. Stepanenko.
The center will provide everyone the access to patent information resources and specialized databases of the Federal Institute of Industrial Property, necessary for patent research and commercialization. In the Inter-regional training center of ISTU it is planned the training course "Intellectual Property. Patenting" in several areas: protection of intellectual property, patent research, patent examination and patent and licensing activities. TISC will hold conferences and seminars, popularizing knowledge of intellectual property of organizations, and institutions of the Irkutsk region.
TISC services can benefit not only students, undergraduates, graduate students, faculty and staff of University of Technology, but also all of the other universities in the region. The work can be found in TISC scientific library and auditorium 210 at ISTU Technopark.
