Visa

All foreign citizens desiring to study in Russia need to have a valid student visa. Please do not arrive to our University for study on a tourist visa since it is not possible to convert it into the student one and you will not be able to maintain your legal status on the territory of Russia. Along with other visa application documents (please contact the Embassy/ Consulate of the Russian Federation at your home country to know which ones) you will need the official invitation letter. Depending on your citizenship, the invitation letter could be:

  1. Official invitation letter issued by Irkutsk State Technical University (for the citizens of all EU-countries excluding Switzerland, Great Britain, Ireland and Denmark)
  2. Official invitation letter issued by Federal Migration Service (FMS) of the Russian Federation (for other foreign citizens).
The invitation letter is issued to the applicant after the consideration of his/her application dossier and in case of formal admission to the University. The invitation procedure by our University lasts for 1 week approximately, by FMS – up to 1 month. The original documents are forwarded to the applicants via ordinary mail.

Migration registration of foreign citizens 

In accordance with the Federal Law # 109 ФЗ “On migration registration of foreign citizens and stateless persons in the Russian Federation” of 18.07.2006, Federal Law # 110-ФЗ “On legal state of foreign citizens in the Russian Federation” of 18.07.2006, and the Governmental Regulation # 9 “Rules of exercising the migration registration of foreign citizens and stateless persons in the Russian Federation” of 15.01.2007
  • Each foreign student should provide his/her international passport, visa and migration card to the International Office / Dean's Office of Internationa (Preparatory) Faculty of the University for registration as soon as possible (not later than three working days after arrival). In case of staying for more than 1 day in some other Russian city before coming to the place of sojourn (e.g. Irkutsk city) a student should keep all plane/train tickets from respective Russian city to Irkutsk for successful registration.
  • Within three working days after providing the documents to the International Office / Dean's Office a foreign student gets a copy of the form of Notification of the foreign citizen's arrival at the place of sojourn certified by the University authority.
  • The period of staying in Russia is determined by the validity period of visa as well as international passport.
  • One month prior the staying period termination a foreign student should apply for new visa and thus for prolongation of period of staying. For the violation of residence regime a student could be brought to administrative responsibility (money penalty amounting for 2 000 up to 5 000 RUB) and expulsion from the University. 
  • Actual purpose of a foreign citizen’s entrance should correspond to the type of the issued visa. Thus it is forbidden to a foreign student to perform any labor or entrepreneurial activity. The violation of this regulation could entail money penalty amounting for 2 000 up to 5 000 RUB and expulsion from the University.
  • After the graduation or expulsion from the University the student should leave the territory of the Russian Federation within the period prescribed by the University administration.
